DIALOGUE AND MUTUAL UNDERSTANDING

United Nation General Assembly in 17 December 1999, in its resolution 54/120, endorsed the recommendation made the World Conference of Ministers Responsible for Youth, held in Lisbon from 8-12 August, that 12 August be declared International Youth Day (IYD). The Assembly recommended that public information activates be organized to support the Day as a way to promote better awareness of the World Program of Action for Youth, adopted by the General Assembly in 1995. The resolution invites Secretary-General to participate actively in the effective follow-up to the World Program of Action for Youth. Since that date World is observing 12 August as the IYD. It has not been long time, Nepalese youth started to celebrate IYD since 2005.

To this date we, the youth, have already celebrated different nine IYD in different theme. They are: 2001-Addressing Health and Unemployment, IYD 2002- Now and for the Future: Youth Action for Sustainable Development, 2003- Finding decent and productive work for young people everywhere, 2004- Youth in as intergenerational Society, 2005- WPAY+10: Making Commitments Matter, 2006- Tackling Poverty Together, 2007- Be Seen, Be Heard: Youth participation for development, 2008- Youth and Climate Change: Time for Action, 2009- Sustainability: Our Challenge, Our Future.

International Youth Day is itself important and has the great values upon youth around the globe. This year's IYD is a particularly important for Youth because UN has declared this IYD as the International Year of Youth as pre the resolution A/RES/64/134. In an effort to harness the energy, imagination and initiative of the world’s youth in overcoming the challenges facing humankind, from enhancing peace to boosting economic development, the United Nations proclaimed an International Year of Youth starting on 12 August 2010. 'The International Year is about advancing the full and effective participation of youth in all aspects of society. We encourage all sectors of society to work in partnership with youth and youth organizations to better understand their needs and concerns and to recognize the contribution that they can make to society.' UN official site has said.

Keeping in mind with the theme for the International Year UN has decided the theme for this year's IYD be 'Dialogue and Mutual Understanding'. The choice of theme reflects the General Assembly's appreciation of the value of dialogue among youth form different culture as well as among different generations. UN is lunching International Year of Youth (IYY) at UN headquarters in New York and same time in Nepal at UN House Pulchwok. In addition to that global launch event at UN Headquarters, there will be celebrations all over the world, which will highlight opportunities and challenges for youth throughout the International Year of Youth in different regions and countries UN has said.

Theme of IYD for this year is quite relevant in Nepalese context. There has not been realistic dialogue for the peace and development. Youth are fighting each other in the name of different political ideology. They do not sit together for the mutual understanding to come in consensus. This has creating violence in the society.

There is the huge gap between Youth and Adult. Youth are marginalized. Only few numbers of youth are in decision making level and in the political sector as well. Youth are being engage and attracted in the violence and criminal activates. Due to lack of opportunity, reorganization and access to the resources it became relevant to be engaged in such violence and criminal activities. To cup up this problem dialogue and mutual understanding is necessary between youth, policy maker and the political leader. Furthermore youth civic engagement is crucial for the nation building.

Nepalese youth have played an essential role as change makers in different political movements, including the recent people's movement for democracy in April 2006 and historic constituent assembly election. If we look at the history, almost more than half were youth who lost their life during the different political movement. Especially, in 'Maoist Civil War' nearly 90 percent of gorilla were youth. However youth have never properly been consulted on strengthening and sustaining democracy by elder generations of politicians and policy makers. Young people are often considered change agents, but rarely if ever, recognized as the legitimate partners in community, regional and national development processes. So, Youth are directly affected and in humiliation, are engaging in different violent activities.
For peace and nation building youth participation is utmost important which is only possible through dialogue and mutual understanding.
